The overrun is locked in the day the contract is signed, not the day the invoice arrives. Committed cost is the warning that comes months before the money moves.
Committed cost is the value the project is contractually obligated to spend under signed subcontracts, issued purchase orders, and executed change orders. It sits between the budget, what you planned to spend, and the actual cost, what you have paid, with the portion not yet invoiced being the open commitment. Watching committed cost against the budget is how a team sees an overrun coming before the invoices arrive.
Between the plan and the payment
On our $10.8M cost budget, $5.4M is paid and another $2.6M is committed but not yet invoiced, an $8.0M total obligation. The committed line, not the paid line, is what tells you whether the budget still holds.

A category whose committed cost has crossed its budget is visible at award, next to the field record, rather than at month-end close.
