Owner’sRepresentative

The owner still holds the contract. The rep is the eyes and judgment on site when the owner itself cannot be there every day.

Definition

An owner’s representative is a professional who acts on the owner’s behalf to oversee a construction project, protecting the owner’s interests on scope, budget, schedule, and quality without being the contractor. Common when the owner lacks in-house construction expertise of its own.

Acting for the owner, not replacing it

The owner delegates day-to-day oversight to the rep, who then faces the general contractor directly, in meetings, on submittals, on change-order review. The owner’s own contract with the GC does not go away, it simply runs quieter in the background while the rep does the watching.

Where the authority stops

What a rep can sign off on is set in its engagement with the owner, not assumed. Three common splits look like this.

A rep working under a CM-as-agent arrangement typically has these splits written into the delivery-method contract itself, where the general contractor relationship stays the same either way.

The rep works through the same client-portal tier the owner holds, read-only and free of the contractor’s internal cost detail. The difference is use, not access: where the owner glances at progress and milestones, the rep lives in that view day to day, cross-checking what the contractor reports against the schedule and the field record, and is usually the one who raises the question the owner never had to.
