LTIFR = (lost-time injuries × base) ÷ hours worked. Most of the world uses a 1,000,000 hour base; the United States usually uses 200,000 (100 full-time workers for a year). The injuries and hours are identical, so the same performance reads 5 times larger on the 1,000,000 base. Always compare on the same base.

What's a good rate
On the 1M base, construction runs in the low single digits and top contractors go below 2. On the 200k base that same result reads near 0.9.
Lost-time only
LTIFR counts injuries that cost at least a full day or shift away from work. It is a narrower, more severe subset than total recordables.

Both are used. Most of the world calculates LTIFR per 1,000,000 hours worked. In the United States the same lost-time metric is usually expressed per 200,000 hours, the OSHA convention that equals 100 full-time workers for a year. The injury count and hours are identical; only the base differs, so a 200,000-base rate is 5 times smaller than the same 1,000,000-base rate.
