The last punch item, the last lien waiver, the last dollar of retainage. Final completion closes all three at once.
Final completion is the point when all work, including every punch item, is finished and accepted, closeout documents are delivered, and the final payment and remaining retainage are released. It follows substantial completion, often by weeks or months, and closes the contract.
The punch list has to reach zero
Final completion is not a date you schedule, it is the date the open-item count finally hits zero and the last of the retainage is released alongside it.
What has to land before the last check
The physical punch list is only part of closeout. The paperwork holds up final payment just as often.
