SubstantialCompletion

Definition

Substantial completion is the milestone when the work is complete enough for the owner to occupy or use it for its intended purpose, even with minor punch items left outstanding. It typically starts warranties, shifts risk and insurance, ends liquidated damages, and triggers release of most retainage.

The milestone that moves everything else

Substantial completion sits between start and final completion, not at the end. What is left after it is a shrinking punch list, not an unfinished building.
