The last mile of a project. The building works and the owner can move in, but a list of small fixes stands between substantial completion and the final check.
A punch list is the list of minor incomplete or deficient items that remain after a construction project reaches substantial completion, none of which materially impairs the owner's use of the work. Each item is assigned, corrected, and verified, and the project reaches final completion only once the whole list is closed out.

The owner can occupy and use the work. Warranties start, risk and insurance shift to the owner, liquidated damages stop, and most retainage is released. The punch list is born here.
Final completion
Every punch item is corrected and verified, the closeout documents are delivered, the lien waivers are in, and the last of the retainage is released. The job is done.
