LNTP &Mobilization

Some work cannot wait for the ink to dry. A limited notice starts the long-lead items, and the money to mobilize is advanced, then recovered so billing never outruns the build.

Definition

A Limited Notice to Proceed (LNTP) authorizes a contractor to begin a defined, limited scope, such as long-lead procurement or mobilization, before the full contract is executed. Mobilization, or a down payment, is the up-front money to get started: moving in, the trailer, bonds, initial procurement. Because both are paid ahead of installed work, the advance is typically recovered across progress billings or folded into retention so it never outruns work in place.

A limited start, not a blank check

An LNTP is bounded by scope and dollars. It buys schedule on the items that cannot wait, without committing the owner to the whole contract early.

How POD reads the advance

When POD reads a pay application, it recognizes an up-front mobilization, down-payment, or limited-notice line and folds it into its retention tracking, so the early advance is reflected against work in place rather than counted as ordinary earned value. That keeps cumulative billing honest on the periods where an advance would otherwise make progress look further along than it is. POD does not issue your LNTP or set the recovery schedule your contract specifies; it reads the pay-app the way the contract intends, so the advance and its recovery are both visible in the numbers.
